Resolved filings never ship.

Immediately before release, each carrier's current filing status is checked again. A resolved event is dropped and recorded in the run receipt. This is a delivery gate, not a marketing flourish.

One carrier. One owner.

A territory lock is acquired before delivery. The same carrier cannot be released twice inside a territory, and no territory releases anything without an active owner.
